Military Scientific-Research Institute

Military Scientific-Research Institute is a special educational institution functioning under the National Defense University of the Ministry of Defense of the Republic of Azerbaijan. The institute carries out additional education programs, training of personnel at the master's and adjunct levels of higher education, conducts fundamental, theoretical-methodological, pedagogical-methodological and applied-scientific research.
In order to improve the process of training highly qualified scientific and scientific-pedagogical personnel in the Armed Forces of the Republic of Azerbaijan, the Military Scientific-Research Institute of the National Defense University was established by the Decree of the President of the Republic of Azerbaijan, dated March 5, 2022, No. 1626. The Military Scientific-Research Institute is the legal successor of the War College of the Armed Forces of the Republic of Azerbaijan.
Scientific activity in the Azerbaijan Army is a purposeful creative and organizational work carried out for the development of military science and its results to increase the defense power of the country as a process aimed at acquiring, applying and promoting scientific knowledge. Scientific activity involves issues related to the broad activities of the Azerbaijan Army, various military-political, tactical-strategic, material-technical, social, moral-psychological, as well as military education and science system problems of the army and military security in order to ensure the sovereignty and territorial integrity of the country. The purpose of the scientific activity is to conduct scientific research on the actual problems of military science, to effectively apply its results to the improvement of army building and to increase the country's defense power, as well as to provide military personnel with military-scientific knowledge, to form the skills of a scientific approach to solving any issue in their practical activities, to perform tasks at a high scientific level. is to ensure that it is done.
The purpose of the activity of the Military Scientific-Research Institute is to train highly qualified specialists, scientific and scientific-pedagogical personnel for the Armed Forces of the Republic of Azerbaijan at the master's and adjunct’s levels, to teach military-strategic, military-economic and military-political issues to officials of state bodies, to conduct scientific research and staff training for additional education in the field of military sciences.
The training of highly qualified personnel serves to increase scientific, scientific-pedagogical, scientific-technical and intellectual potential, develop scientific creativity and ensure the dissemination of scientific knowledge. The training of highly qualified scientific and scientific-pedagogical personnel is carried out by awarding the Doctor of Philosophy and Doctor of Sciences degrees at the adjunct level, which is the highest level of higher education. Education is carried out in correspondence form, as well as through a dissertation.
Military personnel and civil servants who have graduated from the master's level of higher education on the Doctor of Philosophy program (defending a master's thesis) or equivalent education (doctor-specialist in medical education) are enrolled on the basis of competition. Military personnel who graduated from civilian higher education institutions must have at least two years of military service experience.
The period of intramural type of education in the doctoral program of the Doctor of Philosophy program is 3 years, extramural type of education period is 4 years, and 4 years through dissertation.
Military servicemen (civilian employees) who have scientific or scientific-pedagogical achievements in selected field, who are capable of conducting fundamental research at a high level, and who have the scientific degree of "Doctor of Philosophy" ("Candidate of Sciences") are admitted to the adjunct position in the Doctor of Sciences program.
The period of intramural type of education in the doctoral program is 4 years, extramural type of education is 5 years, and 5 years for dissertation studies.
In exceptional cases, the duration of study may be extended for all forms of education.
Reports for admission to the adjunct level are submitted to commanders of military units, heads of military-scientific (scientific research) and military organizations, higher education institutions by May 1 of the admission year. The reports together with the attached documents are sent to the administration of the higher education institution (scientific organization) which has adjunct level by the date of June 1. Adjunct admission conditions are published in "Azerbaijan Ordusu" newspaper at the relevant time every year.
Servicemen (civilian employees) who wish to be admitted to the adjunct level are sent to the Military Scientific-Research Institute of the National Defense University until July 1. In order to determine the intellectual level of the candidates and their abilities in the field of scientific research, a scientific supervisor (scientific supervisors) conducts an interview (conversation) with each of them with the participation of the members of the admission commission.
Those who want to be admitted to the adjunct level take entrance exams in foreign language (English, German and French), Philosophy and specialty subject in the scope of the curricula valid for the master's level of higher education. The foreign language exam is held by the State Examination Center of the Republic of Azerbaijan.
Those who have a valid international language certificate (IELTS, TOEFL, TestDaF, DELF, DALF, STANAG) are exempted from the foreign language entrance exam.
Scientific-methodical administration of the adjunct level and supervision of its activity is carried out by the Military Scientific-Research Institute of the National Defense University.
